一、内容切题，包括提纲的全部内容

作文的高分标准首先是要切题。许多考生认为作文题己有要求和提纲，按题目写作不会出问题。但事实往往并非如此，许多考生仍然跑题或扣不准题。有的考生辞不达意，有的考生主题不突出，还有的考生照搬照抄，结果文不对题。

所谓的切题指不偏离主题，提纲的所有内容都是围绕主题来展开的。所以一开始短文写作，考生应注意以下几个方面：

1．认真审题。先分析题目所包含的内容和信息，把握住出题者的意图，确定文章属于哪一种体裁，思考表达文体和写作手法，以能将主题思想完美表达出来。然后仔细阅读作文要求、提纲或其他相关内容（如图表、图画、数字说明等），注意抓住题目和提纲中的关键词及提纲要点之间的衔接和逻辑关系，进一步考虑怎样组织段落来突出主题。

2．组织段落，构思选材。段落围绕主题来展开，但各个段落也有主题句和段落中心。主题句即本段的论点，围绕论点提供论据抓住了段落中心，而句子之间或段落之间的承上启下，过渡连贯，句型逻辑等也要同进考虑，对于材料的取舍也应该胸有成竹，避免下笔时无章可循，离题万里。

二、表达清楚，意义连贯

表达清楚包含三方面的内容，一是叙述要清楚，一目了然；二是作者的遣词造句要得当，过渡要连贯平稳；三是主题明确，论点论据展开合理（以时间、过程、空间、详情、列举、概括、对比、因果、分类、定义、发展高潮或综合等方法来展开）。

三、句式有变化

有的考生从头到尾使用简单句，使整个文章变得平淡无味，一看就是初学者水平。

句式有变化指的是一定的意义要用合适的句型来表达，它包含两层意思：一是采用适当的句型来表达内容，包括简单句、并列句、复合句、主动被动句、长句、短句、疑问句、插入语、独立成份等：二是句子之间的逻辑关系要合理，包括并列关系、因果关系、递进关系、转折关系、解释关系、概括关系、顺序关系、让步关系、对比关系、转换关系等（翻译篇中也有所介绍），这些逻辑关系均有适当的关联词（过渡词）来连接，如表示因果关系的就是有accordingly, consequently, hence, therefore , thus, so, in consequence, as a result等。

四、语言合乎规范

语言规范含遣词与造句两方面内容。遣词的标准是：选词准确，词能达意，具体形象，用词丰富，语法正确同时符合英语表达习惯。造句的标准是：句式变化多样，意义与结构完整，意思连贯，逻辑合理，语法正确，同时符合习惯和固定用法。

遣词要注意修辞，避免多次重复同一词汇，可考虑适当使用代词、同义词、近义词、关联词，使表达有变化。同义词的使用是衡量考生语言运用能力的一个尺度。

造句要避免清一色“主＋谓＋宾”结构，适当采用倒装、强调、被动、长短句、疑问句、反问句、复合句、并列句等各种句型，同时要注意尽量使用自己熟悉和有把握的句型。有的考生由于语言基本功不扎实，在写作中便经常出现病句或中文式英语。

基于此,我从最基本的能力抓起。因为文字是作文的外在表现形式,写字是写作文最基本的能力。字写得好坏,在一定程度上影响到一个人的作文水平的发挥。尤其在考试中,字写得太差,文章思想内容等无论有多好,恐怕也得不到高分。本人所教的班级,初一进校时,书写较差,学生不加大力度练字,结果期考时作文分数较低。因此,我教育学生一定要加大力度去练字,并上交批改;结果,经过一年多的练习,同学们的写字水平达到一定的程度,作文分数普遍高了4—7分。到了中考,学生们都拿到了高分作文。这就印证了:不提高书写的力度,要想提高作文水平只能是一句空话。

其实,作文训练是一个长期的综合能力的培养的过程,必须有计划、有系统地进行全面的指导训练,逐步地提高写作水平。具体要解决以下四个方面问题。

第一,解决写什么和怎么写的问题。学生写作的源泉很多:家庭、学校、社会、世界都可能引起学生的关注,都可以成为写作的材料,只是有时视而不见,一写作文便觉得无话可说。老师的任务就是有目的地引导学生自觉地将视野投向生活,主动观察生活并进行思考,从而形成一种能力和习惯,善于捕捉有意义的材料,领会其中闪光的思想道理。然后指导学生形之于文。

第二,阅读是写作的基础,这是得到范例的重要途径。中学语文课本选用的都是典范的例文,是写作的最好范例。老师在教学生学习语言材料的基础上更应引导学生学习写作技巧,并可以对课文进行背诵、模仿、改编,以达到充分吸收的目的。此外,优秀作文选也是很好的范例,因为其内容更能贴近学生的生活,语言也较浅显,更易于学生模仿。只是要注意吸收的问题,把别人的经验变成自己的能力。有不少学生,家里有大堆作文选,可文章就是写不好,主要是没有充分吸收。古人云:“熟读唐诗三百首,不会作诗也会诌。”这也许是吸收的最好方法。

第三,作文有三个层次:即课内训练、课外练笔和自觉创作。课内的训练要坚持“要求”与“放手”相结合。“要求”即“绳之以法”,要学生按一定要求写文章;“放手”即“给与自由”,让学生在一定要求下大胆作文。这二者的关系一定要处理得当。有人形容学生作文为“戴着镣铐跳舞”,也就是说学生作文既要在一定限制下写,还要写得优美;既要达到一定程度,又要有新意。学生初学写作,无法则乱,我们要在保证基本要求的前提下在材料、中心、表现方法等方面让学生自由发挥,使之能爆发才华的火花。除了课内训练,还应让学生养成课外练笔的习惯,可以随时随地写,长短不限,久之可形成自觉的写作要求,从而达到创作的层次。

第四,在作文训练方面要讲究方法,指导学生怎样把已有的生活形成文章。要“授之以渔”。每次作文先要列提纲,做到心中有数,才“下笔如有神”;否则,想一句写一句,想到哪写到哪,不可能写出一篇结构完整、内容充实、语句通畅的好文章。要想写好文章,一定要修改。因为作文的要求是尽量完美,平时多改才能少犯错误。修改是一种习惯,又是一种能力。鲁迅说:“我的文章不是写出来的,而是改出来的。”作家有25%的时间用于修改,而我们学生几乎不修改。其实,修改可培养人们推敲词句,使语言尽量得体,变笨拙为巧妙。修改的方法很多,应以学生自改为主,学生互改、教师修改、师生共改等为辅。有一段时间,我让学生作文写完后看四次再交给我,结果文章大有进步。我主张教师应少批多改,因为批语对于大多数学生无多大帮助。

近年来，我院从自身工作特点出发，围绕审判这一中心工作，针对过去法院内部管理方面存在的漏洞和问题，从容易发生徇私枉法、权钱交易、违法办案、执法不文明、玩忽职守、执法不作为、部门保护、违法干预办案的岗位、环节上，从处理涉诉上访和申诉案件的教训等方面入手，大刀阔斧地进行了各项规章制度的补充、修订和完善。每年过完春节后上班的第一个月，我们都将针对上一年执行制度方面存在的问题，该明确的明确，该修改的修改，该补充的补充，集中讨论、研究制定更加符合实际，更便于操作的规章制度。目前，经过近三年的不断补充和完善，我院共制定《奖惩制度》、《考核考评制度》等33项规章制度，并汇编装订，人手一册。同时，还细化和量化了岗位目标管理责任制，实行了对干警个人的量化百分考核制度，真正形成了比较科学、规范、严密的制度体系，形成了一个靠制度管人，靠制度约束人，各项责任追究到人，各项措施落实到位的良性有序运行机制，以此全方位地管理法院工作，规范干警行为，使每一位干警都熟悉掌握了本岗位的业务规范，明白了“应该做什么，应该怎样做”的问题。可以说我院目前是机关程序严谨，干警守岗敬业，行为规范、用语文明、态度热情，一派井然有序，严肃活泼的景象。与此同时，近年来，我院继续坚持“两个务必”和从严治院，从严治警的方针，狠抓党风廉政建设工作，向社会公开聘请了10名廉政监督员，制定了“党风廉政建设实施办法”、“班子成员党风廉政建设责任措施”，层层签订了党风廉政建设责任书，为审判人员建立了“廉政档案”、与副科以上干警家属签订了“家庭廉洁承诺书”等，把党风廉政建设纳入队伍建设责任目标管理，与审判工作同计划、同部署、同检查、同考核，并切实实施“警示提醒，诫勉督导，训诫纠错”“三项”制度，积极构建健全教育、制度、监督并重的惩治和预防腐败体系，努力构建“不愿为”的自律机制，“不能为”的防范机制，“不敢为”的惩戒机制和“不必为”的保障机制，加强对干警经常性的监督与管理，防止和纠正执法偏软不偏宽的现象，将监督管理触角延伸到抓不良倾象，抓苗头问题上；在每周半日的集体学习中，都要安排全体干警深入学习有关廉洁自律的规定，以提高干警廉洁自律的自觉性，正因如此，近年来我院没有发生过干警违反廉洁自律规定、违法违纪现象和参与赌博、酗酒等不良社会活动，树立了人民法院和人民法官良好形象。

树形象严格考核考评工作

为了加强对审判工作考核考评的领导，我院专门成立了考核考评委员会，考核考评委员会主任由院长担任。其职责一是实施对全院各项制度的执行、落实情况检查、督查；二是负责对全院审、执结案件的综合考评检查；三是负责对二审改判、发还案件的考评检查；四是承担与审判活动密切相关的如庭审观摩、裁判文书评比等其他工作任务。为了提高考评办工作人员的工作积极性，在政治待遇、经济待遇上给予政策倾斜。

考核考评的组织机构建立健全及考评办力量充实后，我院针对基层法院特点，及时出台了“考核考评制度”、“奖惩制度”、“末位淘汰制度”等，细化了审判考核指标。考核考评制度中明确了考核考评的任务、职责及工作程序，规定每月印发“考核考评通报”一期，全面详细通报每一位干警的日常行为规范及每一案件瑕疵等考评情况，每季召开一次考核考评委员会例会，研究解决考核考评中的有关问题。院内除对刑事、民事、行政、立案、审监、执行等分类按庭百分制量化考核考评外，还制定“干警个人考核书”，实施了对每一位办案法官的百分制考核，把办案任务数、结案率、执行率、当庭宣判率、息诉服判率、改判发还率、上诉维持率、申诉抗诉率、按期审执结率、调解率等十多项明确具体的指标任务落实到每一件案件、每一位法官身上，年终考核考评后，超指标者奖，不达指标者罚，对各项考核居于末位的，下岗培训三个月，培训经考试合格后，方可重新上岗，不合格者，予以辞退。

考评办在院考评委员会的直接领导下，雷厉风行地展开了案件评查工作。考评办五名工作人员中除一名书记员专门负责案卷交、接、转工作外，其余四人均参与案件考评。考评案件的范围是各审判业务庭、执行庭审、执结的案件，二审维持、改判、发还的案件，本院提起再审、检察机关提请抗诉的案件。考评实行逐案填写考评表，逐人建立考评档案，逐月通报考评情况的方法；考评的内容从实体裁判、适用法律、审判执行程序到裁判文质量，审、执期限、公开审判、当庭宣判及卷宗装订等方方面面。考评结果是干警奖励处罚、提拔使用的重要依据，凡年内出现一件三、四类案件者，除进行经济处罚、行政处分外，一律不得提拔使用，对考评优秀者除给予经济上的奖励外，在提拔使用上优先考虑。
