二、考生资格审查
1、各办学单位2012月12月3日--12月5日可到成教院学历部领取或直接从http://cxw.sc.edu.cn网上下载《四川省成人高等教育本科毕业生申请学士学位外语水平考试资格审查表》(以下简称《资格审查表》)一式一份,组织考生填好后,粘贴近期免冠二寸照片一张并签字盖章。在现场确认时,考生经所在办学点(校内在所在院系、网络在网络学院、校外在各办学点)进行资格审核后,持表到成教院现场报名。
2、请各单位严格审查考生资格,仔细核对《资格审查表》上所贴照片是否与本人相符,年限(毕业后两年内)和未取得学籍及考籍的,不允许其参加外语水平考试,否则,后果由各办学学院和考生自行负责。

由于社会经济的变化发展, 高等教育培养的人才越来越多, 导致出现能力水平不一, 真实工作技能与学历严重不符等现象, 严重影响了社会对于学历管理的态度和看法, 而成人学士学位的管理工作到了适应社会发展而改变的时候, 充分改进成人学士学位的管理, 让其自身素质真正与学位水平相符, 达到培养高素质、强技能人才的教育目的。
一、成人学士学位管理工作的现状
学位是标志被授予者的受教育程度和学术水平达到规定标准的学术称号, 学士学位是我国学位结构中的基础学位, 它表示学位取得者较好地掌握了本门学科的基础理论、专业知识和基本技能, 并具有从事科学研究工作或担负专门技术工作的初步能力, 自成人学士学位被批准以来, 为已经步入社会的成年人提供了得到学历的机会, 其取得了显著成就, 当然也面临着不可避免的困难和问题。
成人学士学位的管理已经取得了巨大进步, 初步建立了统一规范的制度准则, 授予了诸多接受继续教育的成人学士学位, 其管理工作日趋成熟, 但由于这一工作仍处于探索和完善阶段, 再加上我国高等教育形式的飞速发展, 成人学士学位的管理仍有许多亟待解决的问题。
首先, 是缺乏对成人学士学位的正确认识, 严重影响了成人教育的教学质量, 而对成人教育学士学位课程建设的投入不足以及师资力量的匮乏, 难以保证成人学士学位课程的教学效率, 阻碍了成人学士学位教育的发展。其次, 是社会对成人学士学位的重视不足。由于现在本科学士越来越多, 其含金量远远低于硕士、博士学位, 不单单是企业不重视, 获得学位的成人本身也不重视, 缺乏对学士学位课程和学习的积极性和自觉性, 直接影响了我国成人学士学位的管理工作, 不利于学士学位管理的发展与创新。再者, 就是我国目前成人学士学位的授予标准不统一, 缺乏灵活性, 而且受普通高等教育的影响严重, 很难体现成人教育的特殊性和独立性, 加上各高校对成人学士学位管理的问题上缺乏统一的标准, 导致其不够灵活, 规定章程繁琐复杂, 不利于成人学士学位管理的高效运行, 制约了成人高等教育的发展。
二、成人学士学位管理对教育目的的意义
所谓的成人教育, 其实就是那些没有接受普通教育或普通教育水平不高而直接步入社会的成人, 认识到自身知识水平的不足和专业技能的缺乏而接受的继续教育, 他们的目的就是提高自身的专业素质, 这与现代教育的目的不谋而合, 对实现教育目的具有重要意义。
(一) 教育的目的
教育的目的是把受教育者培养成一定社会需要的人, 且根据政治、经济、科技和文化不断变化而变化的。例如, 古代科举制的目的是选拔官员, 为封建统治效力, 加强封建统治;而当今社会主义教育的目的, 是全面提高国民的个人综合素质, 培养全能型和创新型人才, 提高我国整体的知识文化水平, 促进公民的思想解放, 传播先进文化, 为社会进步培养人才, 推动市场经济的发展, 促进现代化建设。从而实现为人民服务的目标, 提高人民的生活水平, 推动我国的繁荣昌盛。不论是身体素质, 还是道德水平, 现代教育的目的就是对人进行素质培养。
(二) 成人学士学位的授予对教育的意义
成人学士学位的授予是对受教育的成人学习成果的一种肯定, 有利于激发学习的欲望和激情, 改变学习态度, 真正重视自身的学习以及考核结果, 促进学习效率的提高, 进而提高教学质量, 有利于加强学生管理。成人学位管理工作的严密制度和规范流程, 大大提高了学士学位的含金量。获得文凭是人们进行高等教育的直接功利需求, 有些人错误地认识学位的重要性, 缺乏良性的自我实现, 消极地混文凭, 忽视自身综合素质的培养和提高。但作为成人教育的主体, 那些深刻认识到自身能力的不足, 满怀努力学习、自我实现意识的人来说, 成人学士学位的管理和授予有效地激励着他们, 提高了学习效率和教学效率, 推动了成人教育的进步, 为社会输送了大批专业人才, 提高了我国经济的核心竞争力, 促进现代化建设的进一步发展。对我国从人口大国转变为人才强国起到巨大的推进作用, 通过社会的进步更好地为人民服务, 让人民群众享受教育带来的间接成果, 一方面提高了群众综合素质, 另一方面也提高了人民的生活质量。
三、成人学士学位管理工作的具体措施
近年来, 企业对应聘者的所学专业和个人素质看得越来越重, 这也符合现代教育的目的, 但对学位却越来越淡, 这与学位制度的初始目的不符, 而成人学士学位的简单易得使得其含金量大打折扣, 起不到应有的作用。这样就形成了一个恶性循环, 不利于教育目的的实现。针对这一问题, 教育人员采取了成人学士学位管理的相应措施。
(一) 重视成人学士学位的管理体制和制度建设
促进成人学士学位管理工作的良好开展, 就需要一套规范的管理体系和统一制度, 这样才能保证学士学位的管理规范化、标准化。尽管各高校对成人学士学位的管理工作互不相同, 都有自己的授予标准, 但其流程不尽相同。经过长期的探索和实践, 我国高校大多建立了由主管校长统辖的校、院两级成人学位授予工作管理体系, 管理体制明确, 校、院两大体系的相关部门单位各司其职互相监督和管理, 相互促进, 保证了成人学士学位管理工作的层次化和系统性, 保证了学位授予的质量, 以及成人教育的管理质量, 管理体系与制度建设有效地促进了成人教育的发展, 制定了学位授予管理的制度框架, 实现教育目标。
(二) 确保成人学士学位管理工作的授予质量
为实现教育目的, 需要大力提高成人学士学位的授予质量。相比于硕士、博士而言, 学士学位含金量太低, 造成学士学位的优势不显, 处于弱势地位, 提高成人学士学位的授予标准是其管理工作的重点。各高校要始终坚持学位的授予高标准, 包括学位课程考核和毕业论文, 学位课程考核要充分显示出专业知识的内容以及知识的实际应用能力。课程学习和毕业论文要达到本科教学应有的各项要求, 成绩优良, 掌握好基础理论、专业知识和基本技能。为此, 要高度重视学位课程管理, 制定成人本科教学计划, 努力提高教学质量, 让其真正学习到知识和技能, 注重知识的实际应用, 提高教师的专业素养, 打造一支拥有专业教育能力的师资团队。采用专业成人考试, 严肃考风考纪, 严格学士学位论文答辩, 制订详细规则, 提高答辩质量, 规范学位的授予程序, 切实提高成人学士学位的实际作用, 实现教育目标, 培养高素质人才。
(三) 加强成人学士学位管理工作的监管
成人学士学位管理工作的完善要求加强监督管理, 这是学位授予的保障, 也是成人教育的要求。针对成人高等教育的发展现状, 严格规范管理, 杜绝申请和审核过程中营私舞弊、弄虚作假等行径, 加强监督, 确保学习质量的提升。制定成人教育的质量保障系统, 及时公示学位授予, 使学士学位的管理工作更加透明公开, 保证成人学士学位的良性管理, 切实提高综合素养, 推动教育发展。
四、结语
当今企业虽然更加看重员工的实际能力和综合素质, 但并不代表无视他的学历。在成人学历普遍被轻视的情况下, 学位获得者的自信明显增强, 其相应学历被更广泛地认可。针对现今学士学位授予的一些问题, 不断提高学位管理工作水平, 切实提高文凭的含金量, 实现教育育人、为社会输送人才的目标, 促进我国社会经济的发展进步。

2013年1月28日江苏开放大学正式揭牌成立,标志着学校在新的历史起点上踏上了新的征途。目前,江苏开放大学系统主要有高职教育(面向初高中的应届毕业生)、开放教育(面向社会各行各业的学历教育)和社区教育(主要面向社区居民和各级各类社区培训)三类教育。
大学生社团是由高校学生依据兴趣爱好自愿组成,按照章程自主开展活动的学生组织,是实施素质教育的重要途径和有效方式,在加强校园文化建设、提高学生综合素质、有效凝聚学生思想等方面发挥重要作用。学生社团建设在江苏开放大学办学系统中的高职教育层面做得比较好,但在成人学生中可能还处于摸索阶段。
一、组建成人学生社团的意义
(一)上级领导的要求。
江苏开放大学党委书记彭坤明教授在2013年3月召开的一次全省办学系统会议上曾明确提出:各个基层学校要把“在开放态势下,如何重视和加强开放大学学生思想工作”作为一个课题进行重点研究,并再三强调:重视和加强开放大学学生的思想工作是一所新型大学的重要职能,特别是如何为学生服务好(这种服务不仅是教学服务,更多的是为大学生全面发展和终身发展服务),因为开放大学的学生同样需要情感的归属、大学文化的熏陶,江苏开放大学不是一所技术大学,不是一台电脑就能解决所有问题的大学,而是一个人文大学。所以各个县级开放大学要为成人学员努力营造良好的学习环境、不断更新教学教育观念、尽可能创设获得成功体验的机会,促使他们积极主动地运用心智探索世界、更好地实现自我价值和人生目标。
(二)学校自身发展的需要。
2013年12月9日,江苏省人民政府办公厅批准了12个市级和50个县市级开放大学的建设方案。2014年10月23日,武进开放大学正式挂牌,学校现有各类成人学生(含奥鹏教育、开放本专科学生)2700多人。
近几年,随着社会上私企的增多(他们对人才的要求重在技能资格证书)、企事业单位在职人员的学历越来越高,学历不达标人员越来越少(在这些学历不达标的人员中,除年龄原因外,能主动参与学历提升的人更少),再加上各个本科院校网络学院和成人学院招生的不规范、管理的不规范、考试的不规范而形成的全社会恶意竞争等不利因素,导致我校开放教育的成人招生越来越困难。
如何在激烈的成人教育竞争中有自己的一席之地,是摆在许多基层开放大学领导面前的一件头疼事、烦心事。在教育质量和教学环境条件都差不多的前提下,比服务内容和项目、比文化软实力是基层开放大学学生工作的一种有效模式,可以提高学生对学校的认同感和幸福感。从这个意义上讲,加强成人学员的社团建设可以成为县级开放大学成人学生工作的一个抓手、一种办学特色,可以增强学校的竞争力和提高知名度、美誉度,更好地体现县级开放大学密切联系地方、满足各种层次需求、为地方经济建设服务的办学宗旨。
(三)成人学生自身发展的需要。
近年来,随着教育改革不断深化,特别是素质教育改革不断推进,学生社团已成为学校文化的一个重要内容,在学生专业实习、技能训练、素质拓展、心理相容等方面起到了巨大作用。广大学生通过参加社团举办的各种活动,不仅能提高个人专业水平,而且对学生创造性培养、人格完善、潜力挖掘、自我认识发展及综合能力提高都起着不可替代的作用。
虽然大家都意识到社团建设的重要性,但在基层开放大学,能组织成人学员参与社团活动的很少。学校把更多精力投入到组织成人学员进行日常学习中,把学员能顺利毕业作为开放教育的唯一考核目标,对于学员精神文化方面的需求,无论是人力还是财力几乎没有任何支持。
二、初探成人学生社团的建设
为了更好地开展成人学生社团工作,武进开放大学成立了一个课题组。自2015年3月组建以来,课题组围绕成人社团建设首先设计了一份问卷调查表,在150个学员中进行了一次调查,并形成了近4000字的调研报告。为了更多地掌握第一手信息,为课题研究提供充足资料,课题组曾多次深入一线,与学校负责成人学员管理的各位辅导员促膝谈心,请他们围绕学员的心理特点、开展社团活动存在的困难和设想等发表一些建议;与成人学员代表座谈,倾听他们的心声;走访其他高校,咨询他们的做法。课题组人员不断向书本学习,了解理论前沿的信息。
在充分酝酿的基础上,学校决定由课题组牵头、相关部门配合,举全校之力开展乒乓球比赛,想通过比赛成立成人学生社团,提高大家加入社团的兴趣。学校在2015年11月29日上午举办了首届开放和奥鹏学员乒乓球比赛活动,有41名学员参加了男、女单打比赛。这项活动得到了广泛认可。在成功开展乒乓球社团活动的基础上,课题组考虑到开放、奥鹏学员的年龄多数是30岁左右,决定成立学校亲子俱乐部。在全日制毕业生盛小娥的大力支持下,学校在2016年4月10日与蒙台梭利早教中心合作,成功举办了亲子运动会,有60个家庭报名参加,依据年龄分成4个组别,同样是好评如潮。
三、开展成人学生社团的困难
(一)时间问题。
现在参加开放教育和奥鹏学习的学员都比较年轻,年龄普遍在25~35岁,40岁以上的人员比较少。他(她)们绝大多数已经成家,孩子在幼儿园或小学读书。为了完成学业,多数学员授课时要把孩子一起带过来,非常不容易。另外有些学员在私企工作,时间比较长,周六上班是普遍现象,当单位比较忙时,晚上加班加点是常有的事情,因此来校上课或参加社团活动的时间很难保证,以工作为重、以事业为重、以家庭为重已成为很多参与学历提升或专业进修学员面临的两难选择。
(二)费用问题。
开展社团活动肯定需要一定的活动经费,如奖品、裁判员或社团指导老师等。如果让学员自己上交,可能参与的人更少。为了增强社团活动的吸引力,课题组尝试开展的两个社团活动的经费主要是社会赞助和学校行政支持。
(三)组织问题。
通过一系列调研,课题组得出这样一个信息:大多数成人学员认为有必要参加学校组织的社团活动。但他们中的绝大多数人感兴趣的社团是社会实践类,而对科学技术类、体育竞技类、爱心公益类的兴趣不是很高。绝大多数学员都希望把活动放在节假日,但不能频繁,以一学期两次为好。希望以现场活动为主要参与方式,活动地点希望选择在校外。当然,调研中,部分学员参与社团活动的积极性不高,他们认为:我们参加开放教育主要是为了拿到毕业证书,获得书面知识,对其他活动不感兴趣。
四、几点思考
(一)县级开放大学成人学员社团的实际运作有一定难度。
由于广大学员是成人学生,并且已有工作,但是他们工作的地点、时间并不一样,有的在中心城区,有的在农村,有的工作时间是三班倒,有的是朝九晚五,因此成立社团后,会议安排、出勤的统计、组员与组员之间的沟通等都存在一定的难度,很难达到统一管理,共同开展活动。另外,成人学员除了周末很少有空闲时间,但是周末又要参加开放或者奥鹏的面授课程或受到家庭事务的干扰,因此很难腾出时间参与社团活动,尤其那些有小孩的学员,参与社团时间更是少之又少。
(二)县级开放大学成人学员社团项目的开展相对比较单一。
由于成人学员大多已经工作,谋生是他们的主要任务,再加上家庭责任,因此,开展社团活动的时候,选择面相对比较狭窄,最好是亲子类活动或相对准备时间不是太复杂,而且经费不要太多的项目(因为年轻人工资待遇不是很高,还要养家,学历提升需要一定的费用),否则参与的人更少。
(三)县级开放大学社团活动的安排一定要统筹兼顾,要有亮点和吸引力。
开放学员们没有共同的空闲时间,因此学校也好,社长或者指导老师也好,一定要灵活统筹地安排活动开展时间。对社团活动的参与和出勤人员不做硬性规定,但要做出勤统计,这样对成人学员就不会有太多实际限制,给他们一定空间。对那些积极参与活动者、出勤率高者,可以给予一定奖励,如评选“社团活动积极分子”等,也可作为评选“优秀毕业生”的重要依据等。
另外,活动的设计者和组织者一定要预先制订出比较翔实的方案,提前在QQ群或其他新媒体前公布,与活动相关的各类信息要及时在活动群中分享,让没有参加的人感受到这个社团的正能量,让他们觉得没有参与本次活动很可惜,提高社团活动的人气和魅力。
(四)县级开放大学要从政策层面支持和鼓励成人学员参与社团活动。
尽管大多数成人学员对参与社团有兴趣,但前提肯定是这个社团活动对于他们来说有参与的意义,不然他们不会利用自己本来就很难得的周末出来活动。因此,要想吸引这些成人学员,除了活动的设计者和组织者付出很多努力外,学校首先要出台相应政策进行鼓励,因为这些学员参与社团活动可以扩大学校影响和办学声誉,是提高学校美誉度的一支重要力量,特别是在当前社会上培训机构较多、竞争较激烈的背景下,对一位老师的认可、对一个活动的认可,从某种意义上说就是对学校工作的认可。其次学校要为成人学员社团活动的开展尽可能提供场所、环境、经费、指导人员等的支持,为社团活动开展提供有力保障。

考试报名工作的通知
各函授站:
根据安徽省学位委员会办公室学位办 [2012]5号和学位课程统考办公室[2012]1号文件精神,为了做好我校2012年上半年成人高等教育本科毕业生申请学士学位外语统一考试报名工作,现就有关事项通知如下:
一、考试时间
2012年6月9日(星期六)上午9时至11时。
二、报名工作
(一)报名方式和程序
今年外语报名继续采用网络报名与院校确认相结合的方式。具体程序为:
1、网络报名:4月5日~4月20日。考生通过互联网登陆http://ahtkb.hfut.edu.cn或者http://210.45.241.145/ahtkb(“安徽省学位考试网”进入“网上报名”,点击“成人学士学位全省外语统考”), 运行网络报名系统,阅读报名流程及注意事项,填写并提交报名信息和电子照片,打印和核对《考生登记表》(一式三份)并签名(未签名者无效)。(请考生牢记用户名及密码,以便打印准考证及查询成绩)。
2、完成网络报名的考生,于4月20日前将签字确认后的《考生登记表》(一式两份,同时交纳报名学生1寸证件照1张)和考试报名费交到所在函授站,由函授站于4月23日前统一报送到继续教育学院教务科,进行资格审查、确认报名信息和交纳报名考试费用。
3、说明:考生只进行网上报名,而未到我科办理资格审查、确认和交费手续的,本次报名无效。
4、各函授站接到本通知后,请务必及时通知每位本科生做好网上报名工作,并在规定时间内来我科进行确认和交费,逾期不予办理。
(二)应试对象 1、2012年7月、2013年1月函授、夜大学应届本科毕业生申请学士学位者,往届毕业生一律不予报考。
2、少数成绩优秀、具有学籍的在校成人本科生。合格成绩在毕业申请学位时有效。
(三)报名考试费
外语报名考试费 50元/人
(四)准考证发放
5月20日后,考生登陆“报名系统”,利用报名时的登陆用户名和密码,选择“考生网上报名”,进入系统,自行下载并打印准考证。准考证不再寄发。
三、考点设置
按照安徽省学位课程统考办和我校学位办的规定,2012年上半年学位外语考试省内考点设在院校所在地,原则上不在外省设置考点。申请安徽财经大学学士学位的学生,学位英语考试地点必须选择蚌埠市。
四、考试组织
外语水平考试由安徽省学位课程统考办公室统一组织。
五、命题依据

1、今年报考必备条件?
答:毕业证书取得时间必须在2008年12月30日至2012年7月1日的各类成人高等教育(函授、业余、自考、网络教育、脱产、夜大等)本科毕业生。
2、暂时未取得毕业证书是否可以报考?
答:2012届本科毕业生虽未拿到毕业证书,凭相关部门开具的毕业证明可以报考。福建师范大学2009级函授(业余)学生由继续教育学院统一开具毕业证明,个人不要提供毕业证明。
3、学位课程考试成绩有效期怎么计算?
答:根据《福建师范大学关于2011年成人教育高等教育本科毕业生学士学位申请工作的通知》(以下简称《通知》)精神,“学位考试课程考试成绩有效期为2年”指的是今年(2011年)报考的考生,于2012年3月份考试所取得的三门课程成绩若没有全部合格,则2012年可以继续报考且成绩合格课程可以申请免考(若全部合格,就可以获得学位了)。
4、往年考试成绩是否有效?
答:2011年3月份参加考试的合格课程成绩(60分以上,艺术类专业英语50分以上)可作为这次学位申请免考的依据;之前考试的成绩无效。
5、哪些专业属于艺术类专业?
答:艺术类专业包括:音乐学、美术学、舞蹈学、艺术设计。
6、2011年报考成人学士学位英语免考所需要的条件是什么?
答:具备以下条件之一者可以申请免考:
(1)在学期间大学英语等级考试(CET)四级或六级考试成绩在426分及以上;
(2)全国公共英语等级考试(PETS)三级及三级以上(笔试、口语均需通过);
(3)2011年3月份已经参加福建师范大学成人学士学位考试,英语课程取得60分以上成绩者(艺术类专业考生英语取得50分以上成绩者)。
7、成人学位英语和专业课申请免考的时间和所需的相关证件?
答:申请免考的考生需填写《福建师范大学成人高等教育学士学位考试免考申请表》(以下简称《免考申请表》),其中:(1)参加2011年3月我校组织的成人学士学位考试已获得通过的英语或专业课
