传统的城市规划模式中, 对土地和空间资源缺乏认识, 具有一定的强制性, 投资政策不灵活, 导致资源流失, 投资商的积极性不高。同时, 规划中以土地利用为核心, 缺乏对人文环境以及环境等问题的思考, 导致自然资源没有得到充分利用, 以及环境污染的问题。
现代城市规划理论中就为这些问题的解决提供了思路, 规划过程中不仅要充分考虑土地资源和空间资源, 还要将所有相关因素综合起来考虑, 包括地理环境、人文环境以及经济水平等。总而言之, 就是以发展的眼光和科学的论证为前提, 对城市的经济结构、空间结构和社会结构进行科学合理的规划, 这样才能在充分利用资源的同时, 满足人们对城市化建设的多方面需求, 实现社会效益、经济效益和生态效益的共赢。

影响城市发展的因素有很多, 主要包括以下几点:一是经济因素, 城市化的发展得益于活跃的经济, 如果经济总量没有提升, 社会没有进步, 城市化也就无从谈起。通常情况下, 经济越活跃的国家, 对城市规划的需求就越大, 规划过程中要将经济因素作为重点考虑内容;二是社会因素, 包括城市社会的结构、特征以及管理模式等。这些不仅会影响人们的物质生活, 同时也会影响人们的精神生活。尤其是随着城市经济的发展, 人们的生活方式发生了巨大变化, 包括家庭结构、教育方式、娱乐方式等, 城市形态的变化与这些因素息息相关。在进行城市规划时, 也要将社会相关因素考虑在内, 否则, 很有可能出现城市化发展无法满足人们精神需求的现象;三是环境因素, 现代城市在发展过程中, 很多时候都是将生态环境作为代价, 一方面, 对自然资源的大量掠夺造成了不可修复的局面;另一方面, 人文环境也遭到了不同程度的破坏, 这些都对城市的可持续发展产生了重要影响。城市规划过程中, 一定要将环境问题作为重点考虑因素, 既要对自然资源进行充分利用, 又要有效保护生态环境, 促进城市的可持续发展。

人们在建设和发展城市的过程中, 逐渐意识到了生态环境的重要性, 我们不仅要将高楼大厦留给子孙后代, 还要将绿水青山留给他们。面对日益枯竭的资源和被严重破坏的环境, 在城市规划过程中融入生态环保理念已经成为一种必然选择。否则, 即便建筑物再先进, 交通再发达, 这种繁荣的局面也不过是昙花一现, 无法持久。
此外, 我们常说, 科技改变世界, 这句话一点都不夸张。在城市建设和发展过程中, 科学技术占据着举足轻重的地位, 对城市的空间结构以及功能能够产生直接的影响。比如, 智能化建筑出现以后, 城市里人们的工作和生活方式发生了巨大变化, 信息技术及高新工程技术为人们提供了便捷、舒适的环境。尤其是工程技术的进步, 改变了传统的空间规划观念, 从摩天大楼到地下交通, 空间利用率大大提高, 扩大并提升了城市的容纳能力和交通水平。可以说, 科学技术是城市规划设计得以进一步发展的重要基础, 没有这些先进技术的支持, 很多想法就只能停留在理论阶段, 无法真正实施。对此, 我自己就很有体会, 在开展城市规划项目的过程中, 我总会考虑到现有的工程技术水平, 以保证规划方案的现实性和可实施性。

城市规划理论从来都不是一成不变的, 而是随着时代的变化而变化, 所以, 我们应该以发展的眼光看待这个行业。现代城市规划理论中, 理想主义、现代主义以及人文主义是主要思想, 而这些思想的核心就是人, 规划过程中越来越注重人性化。无论是合理规划空间、充分利用自然条件, 还是考虑到社会、经济、环境因素, 最终的目的都是为人们提供舒适、便捷的环境, 促进城市健康、可持续的发展。所以, 我觉得未来城市规划理论在发展过程中会将人放在更加重要的位置, 而不是仅仅规划土地、空间等。这个道理非常简单, 发展城市化的最终目的就是提高人们的生活品质, 城市规划是否科学, 决定了城市的建设和管理水平, 进而决定了人们的物质生活和精神生活的品质。未来城市规划理论中, 人性化特质将更加突出。当然, 值得强调的是, 这里的人性化绝不仅仅是眼前的舒适, 其中蕴含着可持续发展的内涵, 一座城市的功能要能够随着时代的变迁而更加丰富, 造福一代又一代人, 而不是这一代人享受完了, 留给下一代人一片狼藉。

城市规划目标的设置实际上就是对城市发展的科学预测, 如果规划过程中忽视了一些关键因素, 城市发展就会偏离预期目标, 无法达到理想的建设和管理效果。为了避免出现这种现象, 必须综合考虑各方面的因素。将前人的经验进行总结, 再结合我个人的经验, 可以把城市规划目标概括为以下几点:一是合理控制人口增长速度, 保持适当的人口规模;二是对土地和空间进行合理利用, 避免资源浪费, 同时保持社会结构稳定, 保持经济高效发展;三是要有便捷的交通系统以及洁净的水和空气, 为人们创造宜居环境;四是对生态环境进行有效保护, 降低能源消耗, 避免环境污染;五是对人文环境进行保护, 形成良好的文化氛围;六是建立安全的防卫体系, 保证城市居民的安全性;七是协调城乡发展, 尤其是中国的国情比较特殊, 城市规划的过程中必须思考如何统筹城乡规划。无论城市有什么样的特征, 以上七点都是最基本的规划目标, 如果其中任何一个目标没有实现, 城市的发展就不会和谐。

城市规划方法也不是一成不变的, 尤其是在科学技术日新月异的今天, 城市规划手段越来越丰富。网络科技发展起来以后, 计算机硬件、软件开发周期缩短, 从信息的收集、分析建模, 再到制图以及传播, 各个环节都会得到计算机技术的有效支持。而传统的规划方法, 如调研、构思以及定性分析等也并没有过时, 传统方法与现代方法的有效结合将大大提高城市规划效率, 会对这个行业的发展产生十分积极的影响。我觉得未来一段时间内, 城市发展规划方法将会向着以下几个方向发展:一是多学科交叉融合研究的方法, 因为城市规划本身就涉及到很多学科知识, 将相关学科融合起来进行研究, 可以进一步提高规划效率;二是公众参与的方法, 城市规划的直接目的是为城市的建设和管理服务, 而最终目的就是为城市居民服务, 为人们提供现代化的舒适环境, 公众参与刚好可以体现以人为本的理念, 提高城市规划的人性化水平;三是技术手段的应用将会越来越广泛, 高科技方法在城市规划中的广泛应用已经成为一种必然;四是城市规划将会向着区域规划的方向发展, 从整个社会经济发展的角度出发, 将一个区域内的城市规划综合起来考虑, 以战略性眼光思考城市发展问题。

并不是这样。尽管城市规划理论是通用的, 规划目标和规划方法也是既定的, 但是每个城市的实际情况有很大差异, 这种差异体现在地理环境、人文环境以及经济水平等方方面面。因此, 在规划过程中要讲究因地制宜, 一方面要充分利用当地的地理环境优势, 另一方面要做到历史文化的一脉相承, 此外, 还要考虑当地经济水平, 保证规划的合理性, 促进城市经济的可持续发展。我觉得当前城市规划中存在严重的雷同现象, 规划者们过分看重既定模式, 照搬照抄发达城市的规划经验, 忽视自身城市的特征, 导致规划方案脱离实际, 不能很好地指导自身城市建设和管理。为了避免出现这一问题, 规划者除了要掌握扎实的理论知识, 积极学习其它城市的规划经验之外, 还必须深入了解城市本身的特征, 将理论灵活地应用于实践中, 没有一套模式可以完全适用于所有城市的规划中。最合适的才是最好的。

我觉得规划管理是非常重要的影响因素, 规划目标能否实现, 与规划管理水平有直接关系。纵观各个国家的城市规划管理体系, 虽然具体条例不同, 但是都突出一个中心内容, 就是对城市的建设活动进行规范, 实现对城市土地的综合、合理利用。近几年, 中国的城市规划管理体系向着更加规范化的方向发展, 利用法制、行政、经济、技术以及社会等多方面的手段对城市规划过程进行管理, 旨在协调各个城市、各个地区的发展, 提高城市规划总体水平, 促进社会经济的健康发展。
