1.凡符合学士学位授予条件的本校成人教育的应届本科毕业和以东北大学为主考学校的高等教育自学考试各专业的本科毕业生,在毕业后三个月内向所在院提出申请,填写《学士学位申请与审批书》并交纳审核和考务费,各院根据本细则规定,向院学位评定委员会推荐申请者名单,院学位评定委员会组织相同专业的同行专家(包括主管教学的院长和从事普通本科教学的教师)逐个审核学士学位申请人的有关材料,并提出具体意见。
2.各学院将审核通过拟正式推荐的申请学士学位者名单及相关材料(包括申请者在学期的本科教学计划、课程考试成绩、教学实验完成情况、毕业论文、毕业鉴定及学生所在工作单位的鉴定,函授学生附毕业证书复印件)交成人教育学院汇总教务处。

第一条根据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》和国务院学位委员会《关于授予成人高等教育本科毕业生学士学位的暂行规定》,为保证北京大学成人高等教育本科毕业生学士学位授予的质量,制定本《细则》。
第二条本《细则》所称的成人高等教育本科毕业生,系北京大学举办的经主管部门批准并承认学历的函授、夜大学、成人脱产班、远程(网络)教育本科(含专升本)毕业生以及由北京大学主考的高等教育自学考试专业本科毕业生。
第三条北京大学成人教育本科毕业生符合以下条件者,可授予学士学位:
(一)热爱祖国,遵纪守法,品德良好;
(二)教学计划规定的应考试课程成绩平均75分(含75分)以上;
(三)毕业论文或毕业设计成绩在75分(含75分)以上;
(四)通过北京大学组织的成人教育学士学位英语水平考试(北京市成人本科英语统一测试)。
第四条北京大学主考的高等教育自学考试专业本科毕业生符合以下条件者,可授予学士学位:
(一)修完北京市高等教育自学考试本科专业教学计划规定的全部课程,经考试全部及格;
(二)毕业论文或毕业设计成绩在75分(含75分)以上;
(三)已获得毕业证书。
第五条毕业生有下列情形之一者,取消其申请学士学位资格:
(一)在校期间,受到记过(含记过)以上处分;
(二)在专业教学计划规定的最长学习期限内,仍未达到本细则第三条规定的条件。
第六条院、系将符合条件的申请者名单向学位评定分委员会推荐,并出具被推荐者的合格材料,经学位评定分委员会审查评定并交继续教育部审核后,报校学位评定委员会审批。
第七条在学位授予工作中弄虚作假者,一经查出,即取消其申请学士学位资格;已获学士学位者,经校学位评定委员会批准,撤消其学士学位。
第八条本《细则》于2003年1月3日经校学位评定委员会第70次会议审议通过,自2003级新生开始执行。

我国的学位分为学术性学位和专业性学位,其中专业性学位是以职业为依据的,所以又称为职业性学位,包括法律硕士、教育硕士、公共卫生硕士、军事硕士、工商管理硕士等。
我国目前有1000多万中小学教师,最高学历一般为本科,具有研究生学历和硕士学位的教师比例很少。随着教育改革的发展,为了加快教育师资和管理队伍的建设,提高教育教师和管理人员的素质,亟需面向基础教育和管理工作需要的高层次、复合型人才,教育硕士专业学位为满足上述人才的培养提供了渠道。
我国教育硕士专业学位概况(二)
1996年在国务院学位委员会第十四次会议审议通过了《关于设置和试办教育硕士专业学位的报告》。报告对教育硕士专业学位的性质、招生对象、培养方向以及学位论文等都做了规定。
1997年北京师范大学等16所首批教育硕士专业学位培养单位开始招生。
1998年又有首都师范大学等13所学校被批准招收教育硕士,并且组织了全国攻读教育硕士专业学位的第一次联考。
2001年是教育硕士发展的比较关键的一年,这一年在北京召开了首次全国专业学位教育工作会议,会议肯定了专业学位教育的地位和重要性,提出要加快专业学位教育发展的速度,为教育硕士在内的专业学位教育的发展提供了基础与保障。
2003年又批准增加了贵州师范大学等12所学校为教育硕士培养单位,使我国培养教育硕士的学校增加到了41所。
2004年我国开始招收农村教育硕士生,教育硕士的发展又进入了一个新的阶段。
2005年教育硕士有了突飞猛进的发展,全国有24917人报考,而且又新增了9所培养学校,但是减少了一所,到目前为止,共有49所学校培养教育硕士,基本覆盖了全国。我国教育硕士的发展已经初见规模。
我国教育硕士专业学位概况(三)
报考教育硕士要求是大学本科毕业,要有学士学位,具有三年以上第一线教学经历的基础教育的专任教师和管理人员,以及省、市、区、县教育研究部门或政府机关教师系统中中小学、幼儿园教师职务的教研员或管理人员。2003年全国教育硕士专业学位教育指导委员会第五次会议中将招生对象增加了政府机关教育系统中具有中、小学,幼儿园教师职务的管理人员,但是必须在工作岗位上工作三年以上。另外,如果有本科学历,但是无学士学位,除满足上述条件外,还要求有中学一级的教师职务。
教育硕士的专业学位最初只有学科教学(包括思想政治、语文、英语、历史、数学、物理、化学、生物、地理、体育、音乐、美术)和教育管理方向,后来又增加了现代教育技术和小学教育方向,科学教育方向,的设置也正在论证当中。但是需要注意的是这些方向不是所有培养学校都有权招生的,为了保证培养质量,一些学校的专业方向也不是每年都连续招生的,具体要参考学校当年的招生简章。
教育硕士专业学位以课程学习为主,课程结构一般为5门学位课程,5门专业必修课程,和2门选修课程,最少学分要求是34分。1999年全国教育硕士专业学位教育指导委员会颁布了我国教育硕士专业学位论文标准,这样,我国的教育硕士既强调课程学习也强调学位论文,这也成为我国教育硕士研究生的特色。但是,与以科研力,主的学术性硕士不同,教育硕士专业学位的论文选题要求密切联系实际,结合本职工作,对论文的评份着重考察学生综合运用所学理论和知识解决学科教学或教育管理实际问题的能力。

教育硕士的学习年限为二至四年,具体的培养方式因校而异,有的是脱产一年在校学习,其余时间在职学习,有的是以寒暑假在校集中学习为主,其余时间在职学习;有的则是第一学年集中学习两个月,再与原有的寒暑假学习的培养方式相结合;脱产学习的年限一般为二年,一年半在校学习课程,最后半年回到原单位结合工作撰写学位论文。
教育硕士与教育学硕士处于同一层次,只是侧重点不同而已。各个学校根据自己的实际情况合理调整招收方向、培养方式、课程设置等。使教育硕士具有多样性、灵活性、实践性等特点。
