一、对达到特殊工种提前退休年龄且符合从事特殊工种年限(特繁满10年、高温高空满9年、有毒有害满8年)的职工，可以从达到特殊工种提前退休年龄与正常退休年龄之间的任何一年办理提前退休。并非绝对比正常退休提前5年。

二、要严格对档案及特殊工种的审核。对按特殊工种提前退休的，一律以原始档案记载为准，对档案记载不清、有涂改现象和特殊工种年限原创文秘网站:文秘知音不符合规定要求的一律不予办理。同时要对特殊工种范围进行严格审核，对国家没有列入特殊工种范围的工种不得按特殊工种呈报提前退休。

三、对因转产、工作调动、企业改制等原因脱离特殊工种岗位5年以上的人员，在达到国家规定从事特殊工种提前退休年龄时，如果本人身体健康能坚持正常工作的，原则上不再按特殊工种提前退休。但是确因从事特殊工种而影响身体健康，现在难以坚持正常工作的，经本人申请，县劳动医务鉴定委员会鉴定为大部分丧失劳动能力的，方可按特殊工种办理提前退休。但不再增发月指数化平均缴费工资。

四、对生产经营正常，职工按时发放工资且有缴费能力而不缴纳养老保险金的单位，暂停办理特殊工种提前退休工作，防止谁退休给谁缴费的现象，关闭、停产的特困企业职工办理特殊工种提前退休，要将应退休人员所欠保险费补缴后方可办理。
